Intercooler efficiency is defined as how well the intercooler cools the air flowing through it.
If an intercooler were 100% efficient it would reduce the air temperature to the same temperature as the intercooling medium temperature. Intercooler efficiency depends on the physical specifications and design of the intercooler, plus how it is installed in the vehicle.
You can calculate the efficiency of an installed intercooler based on measured temperatures.
